Can the community, and perhaps the municipality, work together in running a Community ISP?
Rather than paying far away large corporate entities, take control of improving digital connectivity on the island, and pay into a locally run business.
With Shaw potentially getting acquired by Rogers, there is less competition than ever in Canada.
With the amount of money that people already pay on a monthly basis for an Internet connection, cellphone service, and even some digital cable services, this could add up to a sizable amount of recurring revenue, leading to a sustainable business that could even generate revenue for the municipality.
Nearby islands that have cobbled together service might also be serviced and join forces (e.g. Gambier).
